This course is designed to describe an engineer's financial audit responsibilities during the construction phase of a project and describe specific techniques on how to do so. It will cover techniques for comparing funds spent to funds allotted, determining the percentage of work completed, and reviewing procurement activity. The engineer needs to review the techniques that those involved in the procurement and budgeting process use to gather data, tabulate it, and double-check their results. It will focus on paying workers, payroll activity, filing tax returns, the manner in which available funds are invested, review of plans & specifications, and communications with engineers before submitting purchase orders.
The course will describe the ramifications of poor financial management. The engineer shall coordinate with tax attorneys, certified accountants, and forensic accountants employed during the conduct of the project.
